Explore Your County active permit search

For active permits in Monroe County, use the Map Search Tool icon labeled “Explore Your County.” The county directs users to search active permits by address or Parcel ID.

MCeSearch for older permits and related records

MCeSearch is the Monroe County FL Building and Code Compliance Department portal for several record types. It provides access to permit status, contractor information, property information, and code compliance cases.

Use open MCeSearch for older permit records when looking for permit applications submitted before October 1, 2022. Applications submitted on or after October 1, 2022 are viewed through Explore Your County.

MCeSearch also covers contractor licenses and code compliance cases submitted before January 1, 2024.

Online permitting account and application access

Monroe County’s Community Development online permitting service, also called Oracle Permitting and Licensing for Public Sector, handles permit applications from submission to closure through a web-based application.

Registration is required to apply for permit applications. Anyone who submits a permit application must complete user registration. People affiliated with a permit, including architects, engineers, contractor staff, private providers, and homeowners, should also register to access permit features.

Paper applications or document submissions are not accepted. The county states that the paper application is not required when submitting an online permit application and should not be uploaded to the permit application.

Permit payments and browser notes

Online credit card payments may be made using Mozilla Firefox and Google Chrome browsers only. Visa, MasterCard, and Discover credit cards are accepted. American Express cards are not accepted.

Before starting an online payment, confirm that the browser accepts third-party cookies. Monroe County also states that cash, check, or credit card payments may be made at county offices Monday through Friday, except holidays, between 8:30 a.m. and 3 p.m.

The online services landing page notes that Safari and Microsoft Edge may not work consistently with all features, especially online credit card payments.

Permit forms, fees, and reference materials

Monroe County lists permit forms, fee information, and reference materials for application submission and processing. The permitting forms page includes application-related forms, contractor permit forms, extension requests, floodplain management forms, and permitting-related forms.

Examples include the Change of Contractor form, Agent Authorization forms, permit revision submittal form, owner-builder affidavit, Notice of Commencement, and extension request forms. The page also lists the Building Department fee resolution effective October 1, 2025.

Contractor and professional access

Contractors that use agents to submit permit applications must submit the Agent Authorization Form to Contractor Licensing by email. All agents listed on the form must create a registered user account before submitting applications on behalf of the contractor.

Architects, engineers, and private providers must obtain a digital signature from an accepted digital certificate provider for submitted drawings. Accepted providers listed by Monroe County include IdenTrust, GlobalSign, Entrust, and DigiCert.
